Update published Workflow and Server install versions

Changes

Update the shared release catalog to published Workflow 2.5.9 and Server 2.5.18. Installation examples generated from the catalog use these releases across all documentation languages.

Workflow 2.5.9 fixes recovery of tasks stored with an implicit default connection. Server 2.5.18 includes Workflow 2.5.8 and the workflow version range repair fix. These are separate published artifacts with their own dependency versions.

Verification

• Workflow 2.5.9 passed normal source checks, all published Laravel/PHP upgrade cells and the real worker lost-envelope recovery test against a fresh Composer installation. See Workflow #751.
• Server 2.5.18 passed its publication workflow, both registry readbacks and installed package inspection. See Server #389 and its published release.
• Normal site checks and Pages deployment qualify this catalog change. Verify the public catalog and rendered installation examples after deployment.

Reviewed e5adffb544c8b673f6e51d3be9328e5f682cd699. The diff changes only the two published versions in static/stable-releases.json. All other artifact versions and the catalog schema are preserved. Workflow 2.5.9 and Server 2.5.18 have their own verified published identities.

All four normal PR checks pass, including the executable documentation build and link validation across the supported languages. Merge this head, verify the exact main tree and Pages deployment, then read back the public catalog and rendered installation examples.

Delivered at 2f92c2193596e830582e9d2b33b847d9d55e6f65, with the exact qualified tree.

• All four PR and five main checks pass, including documentation qualification and Pages deployment.
• The public catalog is byte-identical to the merged source. It selects Workflow 2.5.9 and Server 2.5.18.
• Both canonical installation and quickstart pages return HTTP 200 and render the new commands in English, German, Spanish, French, Brazilian Portuguese, Ukrainian, Japanese and Simplified Chinese. All 16 pages were read after deployment.

The completed local and remote branch and disposable checkout are removed.
