Prepare v0.10.0 by dating the unreleased changelog, adding links to the merged PRs, and documenting the interrupted-bootstrap resume fix from #116 that was missing from the notes.

This minor release includes namespace scoping and empty-scope pruning, bootstrap diagnostics and fallback limits, resume and checkpoint fixes, authenticated GitHub size preflight, and Go/dependency security updates.

Validation: the release workflow's changelog extraction produces nonempty v0.10.0 notes; git diff --check passes. The merged main tree is identical to the reviewed #124 head, where go test ./... -count=1 and race tests for gitproto, sanitize, and bootstrap passed. This PR changes only CHANGELOG.md.

After this merges, tag the merge commit as v0.10.0 and let the existing Release workflow publish archives, checksums, provenance, and the Homebrew cask.
