Migrate to fake project and drop .net6 dependency

• Migrates the FAKE build script to a Fake Build project.
• Targets .NET 8 and updates FAKE packages to 6.1.4.
• Removes the fake-cli, script lock file, and .NET 6 dependency.
• Updates local build scripts and GitHub Actions to run the new project.

Validated by building the FAKE project and running its Build target successfully.

• Adds a .NET 8 FAKE executable project using FAKE 6.1.4.
• Updates local and CI build commands.
• Removes fake-cli and the script lock file.
