Keep the Work Column mounted through a 200ms width transition on
collapse (to 0) and restore (from 0), instead of unmounting in one
frame. Transition is disabled during manual drag. Manifest hashes
patched for the touched and new overlay files.

Critic review: #1610 is about animating the Chat collapse, which comes from #1548 (not on the lane yet). This PR animates the whole Work Column instead, and it shifts the layout: the chat jumps to 100% while the column shrinks, contents vanish at once, and overflow is removed before the widen finishes. Re-scope after #1548 lands. (0.4.0 critic review)
