feed: add like and repost query capability

Summary

• Add getLikes, getReposts, getActorLikes, and getActorReposts as an independently installable HappyView module.
• Count/deduplicate reactions by author DID and subject URI, ignoring subject CID; preserve raw records, via, signatures, and representative metadata.
• Pin @hypercerts-org/lexicon to 1.5.0 and update manifests, explorer snapshots, API skill contracts, operator docs, and Changeset.
• Keep reaction views endpoint-owned; do not add engagement fields to existing record views or implement feed reasons/notifications.

Validation

• Independently verified API check: 318/318 unit tests, lint, typecheck, and generated Lua freshness passed.
• Documentation freshness: 59 endpoints, 116 Lexicon snapshots; passed.
• Independent worker/reviewer workflow completed; invalid fixture CIDs and bytes serialization fixed and re-reviewed.
• HTTP tests added but not executed: Docker socket unavailable; no live installation or migration performed.
• Full workspace check remains blocked by two docs tests missing @vitejs/plugin-react (11 other docs tests passed).

Related: TECH-660. This PR does not complete the excluded record-view viewer state or Feed Service repost reason requirements.
