Closes #37. flask_error_handler returns ({'error': msg}, status, headers) using error_status and _status_headers, like the bottle handler (401 carries WWW-Authenticate; 400 status line names the error; OPAQUE_ERRORS hides 500 text). Tests via Flask's test client.

Caveat: _get_framework still only supports bottle, so the handler is reachable only by direct use / PY2HTTP_FRAMEWORK=flask; end-to-end Flask support is filed as #39.

Adversarial review (Opus): ship, no defect in the handler. It confirmed the unreachability (-> #39) and the 400 status-line parity gap (fixed). Dependents gate (py2http, extrude): pass.
