Adds KF's two break-glass keys (YubiKeys,
kf-break-glass-1andkf-break-glass-2) to the sops config and rewraps every encrypted file to them, so a secret here survives losing every developer's laptop. Only the sops metadata changed: no value was decrypted to disk or changed, and nobody lost access. What they are: kf-consoledocs/break-glass.md.
