Add compatibility suppressions for 0.1.0-preview.0.3.0 - #77

The 0.1.0-preview.0.2.3 baseline carries assembly version 1.0.0.0, while the release workflow now derives the assembly version from the tag (0.0.0.0 for 0.x releases). Suppress the one-time baseline CP0003 error. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
