Bump LDK to v0.3.0-rc3 - #1128

Pin every LDK crate to the v0.3.0-rc3 tag to pick up the latest backports, most notably the rejection of underfunded LSPS2 forwards, where a payer could declare a large forward amount in its onion while delivering almost nothing and have the LSP fund the difference. To support that check, the LSPS2 service's htlc_intercepted now takes the HTLC's inbound amount, which we pass through from the HTLCIntercepted event. bitcoin-payment-instructions is moved to a fork branch pinned to the same LDK revision so both resolve to a single copy of LDK. Bumps LDK to v0.3.0-rc3 and passes the new
inbound_amount_msatargument to LSPS2htlc_intercepted.
