Summary

Avoid repeating the release pipeline for an already published version.

  • In pack, check for an existing GitHub Release when the version target is release.
  • If that release exists, set should_continue=false to skip downstream build and publish jobs.
  • Leave version bump, PR pack, and first-time release behavior unchanged.

This prevents actions/create-release from failing with already_exists when release-1.4.6 (or another release tag) is pushed after the same version was published from main.
