Components: Generate Tablist #4243

Summary

Completed: TabList is implemented and publicly exported on main. This issue remains closed as completed; the old missing-Tab, staged-spec, and roving-focus blockers no longer apply.

Current state - 2026-10-02 (UTC)

Observed: Audited against main at 75c55923873124201d2ffbf3b3e67960047bd481. The component shipped in #4296. Later native ref/focus and accessibility work landed in #4314; Fabric FocusZone and the first-child Shift+Tab traversal repair are delivered in #4199 and #4320.

Delivered contract

• Implemented controlled/uncontrolled selectedValue coordination, orientation, automatic/manual activation, and circular navigation.
• Implemented child registration, disabled-item recovery, one enabled tab stop, arrows/Home/End, and selection-before-native-focus requests.
• Public exports, reviewed SPEC/provenance companions, runtime/type tests, and executable stories are present.

Readiness boundary

Generation completion is not a claim of production-wide conformance or resolution of all native accessibility projection gaps. Broader coverage and readiness remain owned by #4216 and #4251, with current native follow-ups #4343, #4346, #4347, and #4349. Use the existing TabList contract and focus plan as evidence, not a new missing-component task.
