Fix orchestration timeline visual delivery

Summary

• Schedule requests now plan event-lane timelines as Mermaid diagrams, preserving relative times instead of treating schedules as numerical plots.
• If an answer omits an explicitly requested chart or diagram, compose gets one correction attempt. If a usable answer still omits the visual, it remains available and delivery is reported as partial.

• python functional_tests\test_docs_app_surface_coverage.py: passed, 7/7 checks. python functional_tests\test_docs_site_quality.py: passed, 6/6 checks.
• Manual: pinned local Mermaid 11.17.2 rendered both schedule lanes with relative-time labels in headless Chromium and made no network requests. git diff --check passed.
• A broader run of existing Office-renderer tests encountered a native PyMuPDF access violation; these renderer paths are outside this change.
