Adds mlwp-data-specs v0.1.1 to the roadmap as the new step 1. It contains mlwp-tools/mlwp-data-specs#36 (checks restructure, merged) and mlwp-tools/mlwp-data-specs#38 (optional mlwp_*_trait global attributes).

• Versioning rules: they now say what a patch release may change. It keeps the public API stable and doesn't make conforming data fail validation; internal modules may move and new checks may be added.
• Step 1 status: what #38 needs before merging (the fix for Enum-valued attributes, a rebase), what to do at tagging, and the loaders compatibility table, moved here from the old step 3.
• New issue linked: Loaders store the mlwp_*_trait attributes as Enum members, which breaks saving to netCDF mlwp-data-loaders#31 (Enum members in the trait attributes). The text now gives what netcdf4 actually writes for them: a mangled 'Time.FOR', not 'Time.FORECAST'.

Testing

• quarto render (Quarto 1.9.36): no warnings, no unresolved links, and every in-page anchor exists.
• pre-commit run --files roadmap.md: passes.
