Initialize GPU memory pool sizes and reconstruction in the legacy ITS workflow. Move ExternalAllocator and its PMR adaptor into common ITSMFT tracking, retain legacy aliases, and pass allocation flags directly to one shared framework adapter. Expose that adapter through GPUChainITS and GPUO2Interface.
