fix(ci): restore full-tree npm audit gate - #233

The audit gate was scoped to --omit=dev in #137 because dev-tree advisories had no compatible fix. Both blockers are gone: - GHSA-vfj7-8cjw-p6xm (braces) was withdrawn on 2026-10-23. - GHSA-mrhx-c7xc-m3w5 (zod < 4.6.6, high), reached via eslint-plugin-react-hooks, is fixed by a lockfile-only update to zod 4.6.7. Remove --omit=dev from the audit and verify targets, drop the audit-full target and the weekly audit-watch workflow that tracked this. --omit=devin #137 because dev-tree advisories had no compatible fix. Both blockers are gone:eslint-config-next → eslint-plugin-react-hooks, is fixed by a lockfile-only update to zod 4.6.7.Changes:
