Store the DPoP enforcement mode of a domain in a settings record
keyed by domain, with get, update and delete on the OAuth2 client
backend and provider, as described in ADR 0043 section 1.
A domain without a record uses the defaults, so nothing has to be
created or migrated. An update that changes nothing is not written.
The record is created and removed with revision-guarded mutations,
so concurrent changes surface as a conflict instead of a lost
update. Updates are audited and only accepted for existing domains,
and a hook removes the record when its domain is deleted.
