OINK 1.3.1 required every site builder to install Dart Sass. Restore main and ReDoc compilation through Hugo Extended's built-in LibSass, preserve consumer SCSS hooks and the dark Chroma palette, and keep the independent readability/FileTree fixes.

Hugo Extended 0.166.0 is again the minimum and default strict CI version. A focused 0.168.0 job builds with no Sass executable and accepts only its visible upstream LibSass deprecation warning. Remove all Dart Sass installation steps and document the consumer dependency boundary for v1.3.2.

Validation: both no-Sass compiler cases pass; 52 output goldens, 73 runtime tests, output/component checkers, schema parity and vendor integrity pass locally. The three refreshed goldens restore the reviewed 0.166 generator-tag and RSS-summary output. Local tools: Hugo Extended 0.166.0 / 0.168.0 and Go 1.27.2.
