Small docs fixes found while triaging issues.

• Fixes Enhancement / Doc: Single source of truth for minimum Python version #1302: minimum Python version.
  • The install guide (twice), the SBC guide and CONTRIBUTING.md said Python 3.9. Arcade requires 3.10 (requires-python, plus the check in arcade/__init__.py).
  • Following einarf's suggestion in the issue, the release checklist now lists every place the minimum version appears, instead of automating it.

• Fixes Update GUI layout examples to use Liberation Serif #2743: gui/1_layouts example fonts.

  • It now loads the bundled Liberation fonts and uses ("Liberation Sans", "Arial"), which eruvanos approved in the issue.
  • eruvanos's idea of a shared default-font constant is left for later.
• Fixes Lift the atlas restriction on create_text_sprite #1883: create_text_sprite() docstring.
  • It warned that the sprite draws as a black box in a sprite list that uses a different texture atlas. Since Keep text color and alpha in create_text_sprite textures #2923, text sprites keep their image and can be added to any atlas.
  • I checked this: a text sprite made with one atlas and drawn from a SpriteList using another draws correctly.
• Performance tips: fixed a "due to since" typo.
