Covers the CI, Coverity, release and Aminet workflows.

  • m68k: gcc-v13.4 becomes gcc-v16.2. This is a compiler change. amiga, amiga-test, rom, rom-test, amigaos3-lha and check_rom_sections.sh pass locally on macOS with the 2026-10-29 toolchain. The ROM profile grows from 31,496 to 31,844 bytes. The host tests weren't rerun, since they don't use this compiler's output.
  • OS4: the retired amigappc-gcc becomes amiga-gcc:gcc-v16.2-ppc. They're the same image by digest today, so this PR doesn't change it. But that tag only became GCC 16.2 on 2026-10-30, and until then it was GCC 8.4.

OS4 size limit: the last green OS4 run used GCC 8.4. With 16.2 the handler grows from 134,276 to 151,688 bytes, over the 144 KiB limit from 38eb7eb, so main would fail the same way on its next push. Compiler flags don't bring it back: -Os gives 149,444 bytes. This raises the limit to 152 KiB (155,648 bytes), and corrects the README's limits, which had fallen behind the Makefile.

Before merging: the m68k and OS4 handlers have only been compiled with 16.2, not run on AmigaOS. They should get a real test before the next release.

The OS4 jobs move from the retired amigappc-gcc repository to the
explicit tag of the same image.
GCC 16.2 puts the OS4 build at 151688 bytes, up from 134276 with GCC
8.4, past its 144 KiB guard. -Os only gets it to 149444 bytes and costs
the speed that the release handlers are built for, so raise the guard
in one step to restore headroom; it stays a regression tripwire, not a
target.

The limits in the README had fallen behind the Makefile, so bring them
up to date.
