docs(contributing): add a contributor guide - #234

This repository had no CONTRIBUTING.md, so a first contributor had to piece the setup and the checks together from CI. One screen: how to get it running, what to run before a pull request, how to report a change, and where the rules live. It links AGENTS.md where one exists instead of copying it, and carries no dated figures. Every command in it was run; the receipts are in the lane's report. Nothing else changed, and no package's packed file list moved.
