Java 25 is the latest LTS release. Temurin JDKs are preinstalled on the GitHub-hosted Ubuntu runners, so setup-java does not need to download the JDK, and oracle-enhanced already runs its JRuby jobs on Temurin 25. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Java 25 is the latest LTS release, and rsim/oracle-enhanced already runs its JRuby jobs on Temurin 25. This pull request moves the ruby-plsql JRuby jobs from Oracle JDK 21 to the same setup.
actions/setup-javanow usesdistribution: temurinandjava-version: '25'instead oforacle/'21'. Temurin JDKs are preinstalled in the GitHub-hosted Ubuntu runner tool cache, so setup-java no longer downloads the JDK from oracle.com on each run.
