Adds signatures for
io/nonblock:IO#nonblock,IO#nonblock=andIO#nonblock?, with tests.IO#nonblock=returnsselfhere, not a boolean as its call-seq says. The C function returnsself, sor.send(:nonblock=, true)gives the IO back. I opened ruby/io-nonblock#53 about the docs.
