Move agent guidance to AGENTS.md - #556

Org convention (EFF-787): guidance content lives in the vendor-neutral AGENTS.md so every coding agent reads it; Claude Code loads it through the one-line @../AGENTS.md import in .claude/CLAUDE.md. This renamesagent.mdtoAGENTS.md(the vendor-neutral file other coding agents read) and adds.claude/CLAUDE.mdcontaining@../AGENTS.mdso Claude Code loads the same content.
