This pull request introduces the new "Active Monitoring" documentation section for Chainlink ACE, adds detailed conceptual and guide content for this feature, and makes related sidebar and minor UI adjustments. The most important changes are the addition of comprehensive documentation pages describing how Active Monitoring works, its security model, and its decision/audit process, as well as updates to the sidebar to surface this new section.
