GitHub Actions やパッケージが乗っ取られ悪性バージョンが公開されるサプライチェーン攻撃は、多くが公開から数時間〜数日で検知・取り下げされます。公開直後のバージョンを自動更新で取り込まないよう、10日の待機期間（cooldown）を設けます。全社で Dependabot は「daily / 上限10件 / cooldown 10日」に統一中です（例: studyplus/bravo#398）。

.github/dependabot.yml（github-actions）cooldown.default-days: 10を追加schedule.intervalを weekly → daily（dayは weekly 専用のため削除。時刻 10:00 JST は維持）open-pull-requests-limit: 10を明示（既定は5）補足
