Closes #256.

Bumps substrait-protobuf, substrait-extensions, and substrait-antlr to spec v0.103.0 (release notes).

  • The breaking change only concerns dialect files (message_types for EXTENSION_* relations, CONSISTENT_FIELD for ExpandRel). This repo neither reads nor ships dialect files, so nothing changes here.
  • strpos (varchar) and logb (decimal) now use independent type parameters for their two arguments. This is a pure relaxation with unchanged compact signatures (strpos:vchar_vchar, logb:dec_dec), so calls that resolved before still resolve with the same output type.
