build(deps): effect 4.1.0 and @effect/tsgo 0.63.0 - #2

Bump the effect family to 4.1.0 and @effect/tsgo to 0.63.0 (oxlint ~1.90.0, oxlint-tsgolint 7.0.2005, required by tsgo 0.63). Implement FileSystem.lstat and readDirectoryEntries, now required by FileSystem.make, and keep the store's working-directory glob root. Bump effect-memfs to 6.0.4.
