docs(sdk): name the read prompts access of the prompt api key - #103

The TypeScript and Python READMEs said that the key of getPrompt and get_prompt "needs the read scope for prompts". The API keys page of telemetry.dev shows this scope as the Read prompts choice in the Access of a key. The READMEs and the apiKey doc comment now name Read prompts and the prompts:read scope. The
getPromptandget_promptdocs now name the access that a key needs as the API keys page shows it: Read prompts. Before this change, they said only "the read scope for prompts", which the page does not show.Related: telemetry-dev/telemetry.dev#512
