Require Python >= 3.12, add the 3.15 classifier and cibuildwheel target, test on 3.12 and 3.15 in CI, and update the documented minimum version. Re-lock dependencies for the new range.
The low-level Simulator.run parses max_events as a C unsigned long with no overflow check. Python 3.15 emits a DeprecationWarning when an out-of-range value is passed, and on platforms where unsigned long is 32 bits values above 2**32 - 1 were silently wrapped. Since event_chunk only controls how often we return to Python, cap it at 2**32 - 1.
