3.13 now gets security fixes only. Ship the core built on 3.14, test only on 3.14 and require it.
With py314, ruff format rewrites `except (A, B):` without parentheses.
Pre-commit ran ruff 0.12.0 while CI runs the locked 0.16.2, so local checks passed what CI rejected. With py314, ruff format writes `except A, B:` without parentheses (PEP 758).

Python 3.13 now gets security fixes only. The tests already passed on 3.14, but the app we ship was still built on 3.13.
