This PR

  • initializes mkdocs cofiguration and dependencies
  • moves the documentation pages into a src/ folder to preserve existing paths
  • where applicable, migrate jekyll frontmatter to what mkdocs expects
  • migrate jekyll syntax to mkdocs for things like links & callouts.
  • change the sip specification submodules to migrated branches (these will be merged after everything has been reviewd and tested)

Important

Headerless tables are broken and are fixed in #211. Please glance over for now
