Closes #463.

Adds bounded read-only /copilot history for the exact issue/PR general conversation: the latest ten supported mutation requests, strict typed outcomes and safe request/receipt/verified-commit links. Legacy or missing/conflicting receipts remain outcome unavailable; partial comment coverage is explicit. Arguments, prompts and review-thread activity stay outside this view.

Review-thread requests direct the user to the main conversation. Query publication reuses the current source-verified reply boundary and performs no operation, model, workspace or hidden configuration mutation.

Validation: 168 distinct feature cases. The Action synchronized develop as e0007f3 after a catalog-guarded abort retained the earlier remote head. Native verification passed 592 suites, 8,183 tests, 35 configured skips and all six commands. Generated bundles/specifications also passed locally after the exact fast-forward. All current CI/RepoWise/hosted platform checks passed.

Native review has no open findings and complete code partitions; it marks one long human SDD answer as truncated. Both long source answers were inspected in full separately. A real edited inline request produced the explicit main-conversation guidance with the correct review-comment namespace. Main-conversation acceptance remains to verify after promotion.
