Fix Docker build dependencies and update toolchain

• Upgrade the builder image to Rust 1.94 / Alpine 3.23 because the previous Rust 1.76 toolchain cannot read the v4 Cargo.lock format.
• Install linux-headers to provide headers required by native dependencies and prevent compilation failures.
