build: remove unused dependencies spotbugs and jakarta

Note

This does not remove spotbugs CI tests

Remove the following dependencies / pins:

Dependency	Notes
com.github.spotbugs:spotbugs	unnecessary, and just a pin; the spotbug:check goal that we run in the CI test uses the plugin com.github.spotbugs:spotbugs-maven-plugin, not this dependency
jakarta.annotation:jakarta.annotation-api	only used for @Nullable hint to spotbugs in LTCCHit, but we are suppressing this one already in spotbugs-exclude.xml; comments indicate @Nullable doesn't work anymore anyway
