Raise the yield time for the new PowerShell test.

The Windows test at src/process-sessions.test.ts:84 passes yieldTimeMs: 2_000. ProcessSessionManager.start returns after that time even if the process is still running, and the test then asserts running is false. If PowerShell takes more than two seconds to start and finish on the Windows CI runner, the completion assertion fails. Raising the value to 10_000 does not slow passing runs, because waitForExit returns as soon as the process exits.

Suggested fix
- yieldTimeMs: 2_000,
+ yieldTimeMs: 10_000,

Review comment at @src/process-sessions.test.ts around lines 84 - 88:
Increase the yield time in the PowerShell test in process-sessions.test.ts from
2,000 ms to 10,000 ms so ProcessSessionManager.start has sufficient time for the
process to finish before the test asserts its state.

Skip the chcp prefix when the Windows shell is not cmd.exe.

When ComSpec names a non-cmd shell, such as Windows PowerShell 5.1, Node passes the whole command string to that shell with -c. The chcp 65001>nul && prefix is included in that string. Windows PowerShell 5.1 does not accept && as a statement separator, so the user command can fail before it runs. Apply the prefix only when the resolved shell is cmd.exe.

Review comment at @src/process-sessions.ts at line 435:
Update the command construction so the chcp prefix is added only on Windows when
the resolved shell executable is cmd.exe. Use the existing shell resolution
value to distinguish cmd.exe from non-cmd shells, and leave the user command
unchanged for other shells.
