Bumps postcss-selector-parser to 7.1.7 and updates ancestor dependency tailwindcss. These dependencies need to be updated together.

chore(deps): upgrade to Tailwind CSS v4 (#500)

Move to the v4 CLI (`@tailwindcss/cli`) and drop the JavaScript config
and the `<4` version cap in Renovate. Keep the v3 look: v4 puts
utilities in a cascade layer, which would let the site stylesheet
(`style.css`) override them, so the utilities are imported unlayered.
The v3 font stacks, text line heights and the seven palette colors used
in layouts are restored in an `@theme` block, and `md:leading-*` is
added where v3 let the responsive text size set the line height by CSS
order. The Tailwind sources are limited to `layouts`.

This also clears the postcss-selector-parser Dependabot alert without an
override, and supersedes #497 and #499.
