feat: try system package managers before PyPI when allowed - #539
As suggested in #535 (comment): when system package managers are allowed (--mod-sys, or by default in CI), RequestedVersion::eval_tool() now tries them before PyPI, to mimic cpp-linter-action. The order for a version requirement becomes:
a matching tool already on PATH
a matching tool in the cache
system package managers (only if allowed)
PyPI wheels
static binaries
Before, package managers were only tried after a PyPI download failed. Outside CI without --mod-sys, nothing changes.
An error from the package-manager step (for example, an install that "succeeds" but no executable appears) is logged and the PyPI/static steps still run; before, that error was returned.
--mod-sys help updated in both CLIs and in clang-tools-manager/README.md.
Tests: eval_package_manager no longer seeds the PyPI cache (so it would hit the network if PyPI were tried first), and the new eval_package_manager_error_falls_back covers the error path.
Checked locally: clang-tools-manager lib tests pass (the 3 tool::tests that fail in a single cargo test process fail the same way on main because of the PATH isolation, and pass alone, as under nextest); cargo clippy --all-features --all-targets clean; pre-commit on the changed files.

Updates
When system package managers are allowed, clang tools are now installed through them first. If they are unavailable or installation fails, the installer proceeds to PyPI and then compatible cpp-linter static binaries.
Updated command-line help and documentation to reflect this installation order.

allow_system_package_manager to skip that path when an explicit directory is
provided, so the directory-aware PyPI or static downloader installs into the
requested location.

Walkthrough
When allowed, eval_tool now tries the system package manager before PyPI or static-binary downloads. If the attempt does not install the tool, the flow continues to download sources. The help text and tests reflect this order.

Summary
Package-manager-first resolution and help text clang-tools-manager/README.md, clang-tools-manager/src/main.rs, cpp-linter/src/cli/mod.rs, clang-tools-manager/src/version.rs
eval_tool returns after a successful package-manager installation. If installation is unavailable or fails, it logs errors and continues to download sources. Tests cover fallback to a static binary after installation failure. The help text describes the source order.
In CI or with --mod-sys, a stalled system package-manager command can now block tool installation entirely instead of falling back to PyPI. Also, when --directory is set, a package-manager install can succeed while leaving that directory empty. Address both before merging, or explicitly accept them.

Full details: Title check
Explanation
The title "feat: try system package managers before PyPI when allowed" matches the main change. The changeset reorders installation in RequestedVersion::eval_tool so that allowed system package managers run before PyPI downloads and static binaries. The same reordering appears in the --mod-sys help text in the CLIs and in clang-tools-manager/README.md. The title is short, specific, and names the primary behavior change.

Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 3 files. (1 skipped: 1 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.
