Summary
Aligns the roadmap with the paper calendar: downstairs is next hardware work.
Order: Phase 3 live rates on downstairs (T12 Part A) → then Halo/395 after Black Friday. Do not skip downstairs to chase the 395. Workstation-local Ollama is not the Phase 3 path.
