Proposed changes

Bumps the Go toolchain from go1.27.2 to go1.27.3 in go.mod and sdk/go.mod (and the matching comment in ci.yml) to pick up the crypto/x509 fix that distrusts the compromised eMudhra intermediate certificates.

This addresses the only code-reachable vulnerability reported by govulncheck against dev-v2:

CVE Go advisory Component Fix
CVE-2026-111943 GO-2026-6809 crypto/x509 (Go stdlib) — eMudhra compromised intermediate CA distrust Go toolchain 1.27.2 → 1.27.3

Verification — govulncheck ./... run with the new toolchain (GOTOOLCHAIN=go1.27.3):

Your code is affected by 0 vulnerabilities.

(down from 1 reachable stdlib vulnerability before the bump). go build ./... passes.

The two remaining module-level golang.org/x/net advisories (CVE-2026-97045 / GO-2026-6866 and CVE-2026-78661 / GO-2026-6860) are not reachable per govulncheck and will be addressed in a follow-up PR bumping golang.org/x/net to v0.62.0.
