Bump toolchains for the new mollusk CLI - #91

This PR bumps the stable toolchain to 1.98.1 and the nightly toolchain to nightly-2026-07-16, matching address-lookup-table#414 and token#187. The latest `mollusk-svm-cli` depends on Agave 4.3 crates that require rustc 1.97.1 or later, so the Regression Programs job could no longer install it on 1.93.1.
