docs: fix typos in CLI command examples

Description

The CLI examples use vite devtools instead of the registered vite-devtools executable. The playground examples point to a play script that no longer exists.

Use vite-devtools in the CLI examples and remove the unsupported start subcommand. Update the programmatic build import and point the playground examples to the existing dev script.

I found these documentation issues while checking the build command for #598. This PR fixes the command typos, updates the startup and playground commands, and corrects the build import path.

As I mentioned in #589, I think we should review the documentation as a whole and update any outdated information.
